The Allen Estates, a proposed multi-phase development near League Park and E. 66th Street, and 9410 Hough, the restoration of a condemned building into affordable housing, received city support through American Rescue Plan Act funding at council's last meeting for the year.
The Allen Estates, led by Frontline Development, a minority- and female-led development group, will include a mix of townhomes, and apartments and commercial development.
The initial phases of the project, expected to start in spring 2022, would include six townhomes and a mixed-use apartments over retail building on either side of E. 66th Street at Linwood Avenue. The apartment building would include 72 units, of which 15 would be affordable and the remainder market-rate. In accordance with ARPA rules, the City will contract with an eligible private non-profit entity to assist this project. Council approved a $3 million forgivable loan for the project.
The 9410 Hough project, named after the address, would redevelop and restore a 10-story apartment building that has been empty for a decade. The adjacent city-owned property would be utilized to help create a community center and other public amenities to support residents of the development and surrounding community.
The $34 million redevelopment of 9410 Hough would provide 116 units of affordable rental housing along with other amenities and services, including on-site parking, laundry facilities, fitness center and a community center.
Council approved $8 million in rescue act funding. The building owners, who were recruited by the US Department of Housing to purchase it, will create a nonprofit organization to own and operate the community center. The project is also due to receive HUD funding as well as 4-percent tax credits from the Ohio Housing Finance Agency.
The restored building will be next door to Axis on Ansel apartments, which include 163 market rate apartments. With rents rising in the area, ensuring affordable housing is important so that long-time residents aren't priced out of the neighborhood.
"I'm so proud and honored to have seen the Hough neighborhood take giant strides forward with these two projects, but other developments that have occurred during my tenure as council member," Councilman Basheer Jones said.
Nearby, the Cleveland Foundation is building its new headquarters and Cleveland Public Library is building a new Hough Library Branch.
