Cleveland's Plan for New Parking Meters

A consulting company was hired to put together an on-street parking meter modernization plan for Cleveland. The company has recommended a phased in plan for new meters across the city and meters for some locations that currently don't have them.
The first phase would be in downtown, and parts of University Circle and Ohio City. The second phase would be in eight neighborhoods around the city.
In the first phase existing single space meters would be replaced with multi-space credit card enabled pay station kiosks. The implementation of Automatic License Plate Recognition (ALPR) enforcement is also proposed for first phase. ALPR uses cameras to capture digital images of license plates, then a computer to convert plate image into alphanumeric characters.
The establishment of a system-wide pay-by-phone service platform is also proposed as part of phase one.
Phase two would involve the installation of new multi-space credit card enabled pay station kiosks in place of existing single space meters in eight different neighborhoods, as well as the introduction of the same new pay stations in a number of other areas across the city were paid on-street parking does not currently exist.
The consultants also recommended a $0.50 per hour rate increase (i.e. to $1.50 per hour) for on-street meter parking for the downtown.
But they suggested all hourly parking rates in the neighborhoods outside of downtown to be uniformly be raised to $1.00 per hour.
