Council Seeks Applicants for Civilian Police Review Board Vacancy

Cleveland City Council is looking for qualified applicants to fill one seat on the Civilian Police Review Board (CPRB).

Although the board positions are for four year terms, because this position will fill a vacancy due to resignation, the term ends August 8, 2024.  Applicants must be at least 18 years old and must also live in the City of Cleveland at the time of appointment.

Other requirements:

Persons applying to fill the vacancy on the CPRB cannot be employed currently as a law enforcement officer and cannot be a current or former employee of the Cleveland Division of Police.

Applicants cannot be currently employed by the City of Cleveland or by any public agency having a connection with the City of Cleveland including county agencies and community development corporations.

Licensed attorneys, in good standing with the Ohio Supreme Court, with experience representing victims of police misconduct or criminally prosecuting police misconduct, are encouraged to apply.

The Civilian Police Review Board has the power to receive, investigate, and recommend resolutions of non-criminal complaints filed with it, alleging misconduct by officers and non-sworn employees of the Cleveland Division of Police, when the alleged misconduct is directed toward persons who are not an officer or employee. 

Investigations of alleged non-criminal police misconduct are conducted by the independent Office of Professional Standards, which reports to the CPRB. The CPRB receives and reviews the investigations completed by the OPS. Following the OPS investigation, the CPRB holds a public hearing and recommends a resolution for each of the complaints.

Members of the Civilian Police Review Board have a unique role with respect to reviewing the conduct of Division of Police employees and CPRB members have been entrusted to conduct their work in a professional, fair and impartial manner.

Compensation for Civilian Police Review Board members, a part-time position, is $8,963 a year.  The Board meets weekdays 1-2 times each month, and may hold additional special meetings. Meetings can last as long as four hours or more.
