The City Record Changes

Cleveland City Council has recently revamped and updated The City Record, first published January 7, 1914.  It is the official publication of the city of Cleveland and contains the proceedings of council and committee meetings, as well as the Board of Control, the Board of Zoning Appeal, city bids and other city information.
 
Searching in a particular edition is now simpler, more user friendly with bookmarks and links to get the reader to legislation they want to know more about or to see what passed in Board of Zoning Appeal. The format change started with the Dec. 13, 2019 City Record.
 
Searching all City Records is also now easier, with a complete digitization of the records going back to 2006 online. Readers can search by a key word or an ordinance number to bring up the record(s) that contain that information. After pulling up the record, using the search function on the pdf will bring you to the locations of the key word or legislation number. And work is underway to bring earlier years onto Cleveland City Council’s website.
 
The first City Record in 1914 was “indicative of the change in city government that year. The premier issue indicated the aims of its compilers: it was to be a public document with no news matter or editorial comment. There would be no discussion of administration policies, and no laudatory matter concerning the administration or any of its members. There would also be no attempt to be a booster for the city or any of its public or private enterprises,” the Encyclopedia of Cleveland History states.
 
“What the City Record would contain was the proceedings of City Council, legal advertising of the city, certain financial reports, and minutes of the Board of Control. There would also be such other information relating to the affairs of the city as would be determined by ordinance. The City Record would also act as a medium by which the voters, taxpayers, and those having business with the city would be informed of the transactions of the city.”
 
The City Record had practically the same size and format as the Council Proceedings, which the Record succeeded. Council Proceedings was first published on Jan. 10, 1860 and was also issued weekly. The Council Proceedings began when the city was officially incorporated in 1836.
 
The City Record was and still is published on a weekly basis. City Hall.  However, hundreds of copies of the City Record will not be printed. Citizens can come to City Hall, Room 216 request a printed City Record, the same location the printed City Records were available. For a time, there was mail subscription to the City Record. In 1914 a mail subscription to the City Record was 50 cents a year. Throughout its history, however, copies have been and continue to be free.
