Moratorium on New "Dollar" Stores

Council approved placing a moratorium on issuing new construction permits for the building of so-called “dollar stores” until at least Nov. 1, until new tighter regulations are written and adopted.

Council members voted on this issue at the recent virtual council meeting Wednesday, June 17th. Members noted that these stores proliferate in low-income neighborhoods and that many of them are unsafe and unsanitary.

The legislation is needed to get better control over the surge of these so-called small-box retailers, said Councilman Blaine Griffin, the primary sponsor of the legislation.

Council President Kevin Kelley said the moratorium will temporarily stop the spread of the stores while City Council crafts stiffer regulations on how they should operate.

“We need more tools to hold these businesses accountable,” said Council President Kelley. Ord. No. 411-2020
