Cleveland Middle Neighborhoods Report

Recently, council heard a report on the Cleveland's Middle Neighborhoods study. In 2019 the department of Community Development was awarded a grant from the Cleveland Foundation to identify Cleveland’s middle neighborhoods and to develop strategies to address the unique needs of these communities.  
 
This work has focused on three areas: (1) research and analysis to identify not only middle neighborhoods but to analyze all neighborhood markets in the city, (2) work with local and national partners to evaluate and develop interventions for Cleveland’s markets, and (3) provide a long term strategy for the City of Cleveland and its partners to stabilize these neighborhoods and build toward strength. Cleveland’s middle neighborhoods are found throughout the city in varying stages of distress but have certain assets that, if supported by public and private investments, could foster a strong reinvestment of households into these stagnant places.  Cleveland’s middle neighborhood initiative is developing a comprehensive market analysis tool that will identify these strategic sub-markets and provide a geographic focus for investment. Currently, a data analysis tool is under development with Case Western Reserve University and efforts to produce pilot interventions in some middle markets.
