Clark-Fulton Renovation Project Secures Tax Credits

In a recent round of historic tax credits issued by the state of Ohio, the Clark-Fulton neighborhood has been awarded $3.4 million for the renovation of an empty, 130-year-old manufacturing complex.

Metro West Community Development Organization, working with a private developer Levin Group Inc., is planning to convert the vacant Northern Ohio Blanket Mills complex on West 33rd Street into affordable apartment units, office space and live-work units.

“This tax credit will allow the developers to move the project forward,” said Councilwoman Jasmin Santana, who represents the Clark-Fulton neighborhood. “This landmark building will soon have a new life. And with that new life will be new breath for the neighborhood.”

The Blanket Mills complex was built in 1889 as a manufacturing plant producing horse blankets and carriage robes. The renovation is expected to cost $34 million.

The recent historical tax credit awards will help finance 23 projects state-wide, including six in Northeast Ohio and three in Cleveland.

Besides the Clark-Fulton project, two other Cleveland renovation projects – Longfellow School on East 140th Street and St. Mark’s Presbyterian Church on East Boulevard – are also receiving tax credits.
