The Development, Planning and Sustainability Committee is responsible for the redevelopment of blighted areas, the rehabilitation and conservation of properties, the alleviation of the housing shortage, economic and industrial development, the land reutilization program and all matters pertaining to Cleveland's Departments of Community Development, Economic Development, Consumer Affairs and Building & Housing and Cleveland's Empowerment Zone office. The committee oversees the appropriation and expenditure of the Cleveland's Community Development Block Grants which fund programs like recreation and senior services.
The committee also works to improve the city’s sustainable practices and promote environmental awareness and improvement to our natural resources as well as all matters emanating from the City Planning Commission, city planning and zoning issues.

The Finance Committee is responsible for all financial matters of the city of Cleveland, including passing a balanced budget annually and approving all city expenditures and appropriations. In addition to weekly committee meetings, the committee conducts hearings on the general fund budget and other issues that have an impact on the financial health of the city of Cleveland. The Finance Committee oversees and approves all fiscal matters relating to city departments, primarily Finance, Law and Personnel.

The Health & Human Services Committee handles all matters relating to public health, public charities, work relief, city correctional institutions and city charitable organizations, including sanitation, unemployment, air pollution control, lake and river pollution and nuisances. The city's departments of Public Health and Aging report to the Health & Human Services Committee.

The Mayor’s Appointment Committee considers appointments by the Mayor to various boards and commissions that require approval by Council (such as, but not limited to, City Planning Commission, Community Relations Board, Cleveland-Cuyahoga County Port Authority board, Regional Transit Authority board); some appointments by the Mayor do not require Council approval. The Committee reports its recommendation to the full Council for a vote on approval of the appointment.

The Municipal Services and Properties Committee is responsible for Cleveland's Department of Parks, Recreation and Properties, as well as all matters pertaining to public parks, places, buildings, playgrounds and beaches and public recreation. In addition, it handles the sale and purchase of all city-owned properties not referred to the Community and Economic Development Committee. The Committee also handles all matters relating to street and sewer improvements, switch track and pipe lines, grade crossings, street cleaning, waste collection and disposal, bridges and underpasses.

The Public Safety Committee is responsible for the oversight of the Cleveland Police and Fire Departments, the Emergency Medical Service and the Boxing and Wrestling Commission. In addition, it oversees the enforcement of Cleveland's traffic code, off-street parking issues, and building inspections, and all matters related to the city's Department of Public Safety.

The Transportation Committee handles all matters relating to the city-owned airports, aviation, bridges, harbors and river and lake travel, as well as public transportation and limousine and taxi operations. In addition, it oversees the Department of Port Control, the Greater Cleveland Regional Transit Authority and the Cleveland-Cuyahoga Port Authority.

The Utilities Committee handles all matters relating to the city-owned Water Department, the largest supplier of fresh water in Northeast Ohio to businesses and residents within a 640 square mile service area; Cleveland Public Power, which provides service to nearly 80,000 residential, commercial and industrial customers; and Water Pollution Control, which is responsible for managing the sanitary sewage and storm water drainage collection systems in Cleveland.

The Workforce & Community Benefits Committee is responsible for the formulation and the monitoring of job participation policies for publicly-funded development projects, the oversight of affirmative action policies, the certification of minority-and female-owned businesses, and oversight of contract compliance with city affirmative action goals. In addition, it is responsible for developing job training policies and the performance evaluation of job training contracts. This committee oversees the city's Workforce Investment Act job training programs.
